Dotty Dotter c158cd5fb8 fix(#162): Konsistenz-Hinweis bevorzugt definitives Outcome ... Wenn ein Antrag mehrere Plenum-Votes hat (Überweisung → Endabstimmung), nimmt der Konsistenz-Block jetzt das erste mit angenommen/abgelehnt/ bestätigt. Vorher wurde stur [0] verwendet — das war oft "überwiesen" und der Block blieb leer trotz vorhandenem Endbeschluss.
